freewebhostingtalk.com has the best resources on that. Downside: If you have automatic account creation you'll get too much abuse. Be prepared to deal with the cops. Not just for warez but phishing, virus hosting, and other BS. If you don't have automatic account creation you'll have trouble getting users. And when you can get hosting for $2/month, the only people who really look for free hosting are the people who don't have access to paypal/a credit card. Think a 16 year old is going to build content that has high CPC? Think you can scale to the point to make a lot of money off a ton of em? Think you can hire support or support the users yourself? Ask GeoCities how viable free hosting is these days.
