I'm afraid to say, no, it's not

 

When you say within 200, do you mean that guess was say 429 so it's 229 or 629 or do you mean 229, 230, 231...629? I went through the list twice and those are the only (exact -/+ 17 and 200) that I could find.

 

Without giving away too much, I tried to keep it simple:

Someone guessed within exactly 200 of the lucky number.

And someone guessed within exactly 17 of the lucky number.

Trust me, you've missed it! And when I say within 200 or 17 or whatever, I mean exactly 200 or 17 or whatever. Example, if the lucky number was 331, then someone would have guessed 131 or 531.
