There are platforms like wordpress.com that are completely free, but limited in what you can actually do with your site. Register a .com domain at godaddy for 1.17 with the promo code DB99CENTS . There you go, the domain is practically free.

Just go for hosting on a shared server, should run you around $4-7 a month last time I checked. Hostgator or WebHostingHub are my recommendations. There's always promo codes floating around to reduce the cost. You won't find much in the way of free, unless you go with, like I said, wordpress.com, blogger.com, wix.com to name a few. Hope it helps.

Not both for free, but a lot of hosting companies will provide you with a free domain name for 1 year when you purchase your hosting account.

Not too sure about free, but I found a good hosting site recently http://harshalhosting.com/, it is 1 dollar unlimited hosting. I thought it would be cheap quality, but it surprised me so far. Don't recommend going for free stuff as it usually messes up, but for a free domain try homestead. Or you can get a 99 cent domain from network solutions.
