This directory does not have a PR. I have always read that you should only submit to high ranking directories or they will do more harm than good. Does anyone agree?

It doesn't matter, although it is good if you can increase your listings on high rank directories. However, building back links for the search engines will increase your rank regardless, just not as fast as a high ranking LD..
