Both Paid and free directories are same, but usually free directories didnt approves links, or the quality of the directories are poor mean the links are approve automatically. Which are consider bad in Google algo. So Paid directories are consider better then free.
if you want submit your in paid directory then get instant or within 24hr to 2 days under give approve . and if you submit your in free directory . then he give approve by your site within 1 month /after 1 month / some time never give approve directory your links. then better my suggestion you can submit your site in free directory.....
Most of the free directories have poor or even no editorial policy, Submitting your site to such directories is like destroying your search engine ranking, because there might be some bad links around your link that makes Google angry So its better to use reputed paid directories..
Truly well-said. I agree totally to everything said above, and can't think of much more to add to it. Just because a directory owner charges to review/approve listings does not make it a 'quality' directory in and of itself. For instance, DMOZ is a free directory and still, I guess most would agree, just one link (listing) on it is worth hundreds of links from obscure paid directories that no one knows about.

In my opinion, both free and paid directories should be used. It is a tedious work, and it is important to observe variety in Link text and description for your website. Also, as to the paid directories, I use this paid directory listing to check the directory authority versus listing price ration.
Whether it is paid or free , it depends upon the directory site. That should not be a bad site created only for the purpose of link building. Links should be well placed in proper categories related to the site.
No doubt paid directory is more valuable but if you gets quality back links from free directory then its not bad at all. Paid or unpaid is not matters, But high weighted back links are matters a lot.
