Why it have to be DHTML? You can make some brilliant menus with CSS nowadays. Have a look at http://www.dynamicdrive.com
In fact..just check out the target param of the <a> tag. No dhtml, no css, no nada required. P.S.....be very quiet about wanting to use frames.
