Is there such a thing? I have a static site that has an rss feed, every now and then it would be good to submit my feed to alot of feed directories at once to get some extra traffic. Does such a free tool or service exist?

But there's a good list on this site (list is very outdated but you can skip those that don't work, but most do) masternewmedia.org/rss/top55/ Work your way through the pages, shouldn't take longer than a few hours.
