Depends on the directory. I could see submitting a unique high quality article for the backlink as payment or trade for the link back if that makes sense. Done on blogs all the time with guest posters.
So in that sense, if the directory has a free article submission and accepts only unique articles with dofollow backlinks, you would not pay to submit to this web directory?
I would say that if the articles look spammy then wouldn't waste your time... If the articles are unique and look useful to be included in a google search then I would say that it would be worthwhile.. Sam...
This will all depend on your submission guidelines and TOS. You have the option to allow submitters to place a link in their article submitted. And it's up to you to make the link active when you approve them. Just like what you do when you guest blog or syndicate an article. Giving backlinks is a way to attract people to submit an article to you.

It all depends, like swedal mentioned, on the directory...Are the articles published unique? Are they valuable? If they are then having incontent-links in an article could help you rank for relevant keywords. It's basically the same concept as blogposts. However, if a directory offers incontent-links to just about any web sites, the directory should probably be avoided even if it's free
I think what the OP was asking is if there is a premium high PR paid directory that offers free article submissions at the same time with free dofollow in-content links. Would you still pay for a listing in the directory or just submit unique articles and get free dofollow backlinks from there?
If that was the OP's question, I'd say it'd be a silly business practice for a directory owner to do so. Why on earth would someone optionally buy an inclusion to your directory when he has the possibility to submit an article with dofollow inlinks for free on the same site?
If free directories and articles are available then what is the need of submitting paid one. Make use of free one. They are also effective.
