I've been working on an idea similar to this off and on. Here are some issues that you need to be concerned about.

A. bandwidth abuse...and how to minimize it
B. SEO (duplicate content issues). You would need to provide options for the webmaster to customize which games he wants, options to customize the title/descriptions. Each webmaster will have a different set of users as well as different "most played" games so that will help with unique content...adding comments will help as well
C. Unique template per site....your script should allow for something like this...otherwise every site will look the same

here is my opinions on the above

A. cant really do much about that but the only way i see how they could do it would be by playing loads of games as they only get admin to the arcade and dont get ftp or cpanel so cant use it for anything else other than the arcade
B. It does allow comments and different users and they are set up on different databases so its not like if one has one comment it will go onto every site
C. im working on that and will hopefully end up with 5+ to choose from

In terms of "A. bandwidth abuse...and how to minimize it"...

You could edit the script to pull a list of allowed referrers from a database on the server. You can add to the list as additional people sign up. I've noticed that there is a decent amount of bandwidth stolen from my sites and so far this is the best way I've found to handle it.

I once saw a person create a flash submittal form. Basically the stolen flash image would display a big picture that flashed "stolen" or something and then included a "click here to report this image" button which took them to some sort of submission form. I forget the details but I thought about doing this.
