free alternatives to flash cs3?

    i think pencil is the closest you will get for free
    but im not sure.

    tho it does say on their site that "Pencil is not intended to mimick web-oriented vector-based animation software such as Flash."

    Swish is a good alternative to Flash. But it's not free as per OP requirement.
