I am using free advertising scheme( banner exchange scheme) by
    http://home.free-banners.com/index.html
    along with adsense

is it against TOS.. its not contextual advertising ...but they keep on displaying random advertisement

if it's not a content driven ad, like adsense, which can be regarded as google's potential rival, it's ok. Of course, as long as the banner don't advertise something which is against the TOS, like porn, illegal stuff etc..

You just need to realize that Google makes you accountable for ad on any site. If they ban you because of your ad being displayed on another member's site, tough luck.
