Fraudulent clicks from deadend ad pages

I've got all content based ads off for a site I run for an associate in Google Adwords. However, we're still getting random clicks from:

landings dot trafficz dot com which kicks to seek2 dot com and also from debshop dot com.

These are clear and blatant abuses. I'm having a hard time though figuring out where the links are coming from (Yahoo or Google ads) because all the inbound traffic is showing is a huge string of characters.

Does Google care that some of their top advertisers like Orbitz and Target are getting abused on these sites?

Um, that's not abuse. Google counts parking pages as "search" partners. Traffic from these sites can actually convert decently, it's not as bad as you'd think. But yes, I agree that they should be classified as content and not search.
