Just those 2 SIMPLE rules would have avoid you being scammed, it is your responsability to make sure that you and eventual provider stick by the lines, if any of you cross the line and the other accept, then you agree that it's your fault if you get scam.

Basically Freelancer is in no fault whatsoever, those rules are in place since the very beginning of Freelancer, you didn't applied them, you could actually find yourself banned from Freelancer too
