You need an address in France if you want to register a .FR domain. In answer to your question, I recommend eurodns.com.
I think there is restriction for registering .fr domain name, do you've checked the eligibility condition for this?
Do you have local contact there in France, I believe you need an address there to register them. Eurodns allows the .fr extention
