.fr restriction requires local presence in France...need your help!

I need to register a .fr domain, but unfortunately there's a restriction. Only those with local address in France or business are allowed.

I am not sure if this is legal, but can you really register a .fr name using somebody's address in France? Do you have to use that person's name or you can go ahead and just use his address? What will be the implications than just using the registrar to act as your trustee but also there's danger of your name being taken away from you...for what grounds?

I have .co.uk's and now plan to acquire other cctld's in europe, but this limitation is very disappointing.

So my question is, where do I find French locals willing to lease me their address/es in France? Do I have to pay them or something? One registrar asked for a 10 euro per year for just using their trustee service, but I am not so sure if that's safe or it works or which one works.

And can you recommend a good and reliable euro registrar that does not take your name away for allegedly breaching their terms?

Thanks in advance for your assistance.
