I have a new website that was built. The old one had the keywords in the url the new one does not. The old website had the same 7 out of 10 quality score that the new one has but I paid $4 per click for the same word I now pay over $8 a click for the same position.

So I know that the keyword in the URL helps, Here is my question:

Can I use my new site and just forward a new URL to that site, not a mask but just a forward with the keyword in it or is that against any adwords policy?

Thanks for all the help guys

Not likely. You are just starting from scratch and the system has yet to get enough data to get you back where you stood before.

No you cannot. The domain that appears in your ad must be the one that will show up in a browser's address bar. If you forward from this new domain to the old, you are violating that rule.
