How much traffic a forum or blog generates depends on a number of factors including niche, PR, membership, how well it is managed, etc. So, it is hard to generalize. However, based on my experience, the quality of traffic generated by blogs is generally better than those generated by forums.

Forums have greater traffic potential but are tougher to start off with. they are also much poorer in terms of monetization ability.

I think once you kick start a Forum, the users will continue to update the content and the admin will have less work other than looking after the content. The case with Blogs is that the owner will have to continuously post articles and content to keep it alive. But if that's your passion, blogs would be the best option.

forums are much much harder to start and maintain active. blogs are quite easy. in terms of maximum longterm traffic, forums have more potential, but as some before have said, the quality of traffic (monetization-wise) is much worse.
