Do not hesitate to post related useful answers in forum threads because it will not only drive targeted traffic to your site but also be indexed as a backlink for your site. (PR is not passed)

The great thing about article submissions is that you have more control over the content of the article, the title and relevency of the link. Also you can position the link inside the content which makes for better seo.

I ask some questions to you, 1st one that if I have original article written by myself then there is no need to spin it It think so but what about you? 2nd thing that I submitted my articles in article base and Ezine and goarticles. But mostarticles.com and some one other got my articles from article base and submit in their sites without name. Due to this issue Ezinearticle adman did my articles in pending. They told me 1st mention your name on that articles other wise we have to reject your articles. I am so upset. What should I do now?

Your article on Ezinearticles.com is probably PR n/a...So you are getting PR value from there?

Contact the admin of mostarticles.com, and show your correspondences to Ezinearticles.

The idea is to take your original article that you have written (no a PR article since this will get flagged as duplicate content) and submit it to EZA first. Why? Because EZA is so powerful and your article will rank higher in the SERP's. Then, once that article has been published by EZA, you can rewrite (spin) it and submit it to a different article dir. Then, spin again and submit to another article dir. You are basically submitting a re-written (and therefore unique) article to each article dir.

As to what to do when someone steals your content and publishes it on their own site:
    1. Send the admin of the site an email kindly explaining that the specific article is your content and you would like them to either take it off, add your name, or reference your site. Here is a nice email template: http://bloggingwithamy.com/what-to-do-when-someone-copies-your-content/
    2. Wait a week and if no changes have been made, send another email stating the same but add that you will contact their hosting provider and request their site be banned/closed down if they don't fix the issue. -You are basically giving them fair warning that you will take action if they will not.
    3. Wait a week and if no change - Contact their hosting provider and let them know the problem, the communications you've had, and that you'd like to know what further actions you can take.

I think these are the proper actions to take, but I'm open to suggestions.
    Hope this helps.

Fortunately I find article writing very easy as I am an expert in my field and I quite enjoy it.
I do subscribe to quite a lot of forums too.

Article submission works wonders. This is the closest to getting a natural backlink. Also if you craft your article well, there is a chance of the article going viral

    Both are for different purpose.
Article Submission - For getting high valuable links from Ezine. Other article site is also great value but for me Ezine is best.
Forum Signature - I do forum because I am here for learn something new from the expert. I am not dependable in forum signature link but for learning purpose.

Article submission is far better than forum links but not lots of people are well verse in article writing you need to pay someone to do the work if you good at article writing then lucky for you but if your not, better pay for the experts to do the work for you or just use the alternative route. the forum I mean:)

Forums are a great way to build some extra traffic, but if you're looking for more long-term/recurring traffic I'd go with article submissions for sure.

mostly by article submissions you can get better back links than forum links. But you have to choose good article directories.

I would prefer articles. Forum profiles have to be done in huge quantities to be of any real benefit, IMO. With an article, you can target the right keywords and have the article hit page 1 pretty easily. Over time you'll be pointing a ton of high ranking articles to your website.
