You can do posting exchanges with people who have other forums, for example you write 10 posts on someone elses forum, and they write 10 posts on yours. Keep doing that. Write articles which people can benefit from, if you offer a good source of information, people will join and keep coming back for more. You really need something which makes your forum unique from other in the same niche, what can you offer that others don't. Keep the content coming and try get friends to sign up.
You could try poaching this forum for users by posting a thread like "how do i get users to my IM forum?" Oh wait you already did that.... smh.
