    Hello I would like to find out if it is possible to speak with a forum moderator in relation to banning a member who stole money from me for a job that was never done.

    Yes ofcource it is possible u can go to home page and see admins and moerators then u can speak with them.

    you can also leave comments in their thread, one time only.

    moderators do not get involved in member disputes. next time practice due dilligence and take care with whom you deal with.
