Didn't see your forum so that is just a guess, but I think there are probably no posts and that's what discourages people from registering. They are more prone to take part in already active communities. Populate your forum with some content on your own, and if it needs to be, make it seem like there is already a number of people registered.

I would also close the possibility of guest posting. That is however also dependable on the topic of your site. The topic of y our site is also a factor in how many people would subscribe. Some topics, by nature, only bring a person once to your site so there is low probability to build active communities around such.

Again, hard to guess without the url.

There are pay to post services DP members provide. If you do not choose to go this route let your multiple personality disorder kick in and post under multiple names to seed the forum and get it started. If you can get return visitors they are finally going to see a topic they just have to jump in on.

    Good luck.

You've got a lot of forums for a new site. It's a good idea to start with a handful and slowly expand, otherwise they all seem dead.

I would take some of those slower ones and collapse them into other forums for now.

I used a paid posting service for one of my forums just to try it out and although lots of people think it's a waste of money, for me, it worked out really, really well. In absence of that, as already suggested, you should develop a serious case of multiple personality disorder. ;)

When it comes to getting users, I have always liked to play games with anyone not logged in. For example if the forum has something to do with pictures, you allow them to read the content but they need to login inorder to see the picture. It's just a matter of giving them a reason to register. Once you have gotten that down you need to give them a reason to post. Well an active forum will keep them posting, sometimes you need to post stuff under different names yourself or pay a company to do some posting. I've seen this work well and it can be as low as $10 for a good number of post.

proskater...you should check out an automated post exchange we just released about a week ago - PostFusion

Assuming you know what a post exchange is, this is a system that will organize and automate the entire process for you
