    Forum Posting is much better then Blog commenting. Forums build very strong backlinks as Forums itself have powerful SEO and your post on forums can bring high traffic to you.
    On the other Side, SEO of blogs is not strong as forums.
    So forum posting works great.

    both can be powerful, you need hundreds if not thousands of those links though to have any serious effect

    I say both of them are great to build backlinks, but make sure you don't spam them or they will take you down.

    Blog commenting is a much more easier, as it requires less effort, but still your comment has to add value or it may be removed by the admin
