I have recently started a business information and community site for where I live the North East of England. I have a forum on the site
    http://www.biznortheast.co.uk/business/forum/index.php

I want the forum to fill up with messages although it just doesn’t seem to be happening. I think it is because their isn’t many messages in the forum to start off with.

Do you think it is worth paying someone to post messages? Just in the beginning.
Have any of you got experience of doing this or know any good services?

I don't think you need to pay forum posters - you can simply create some posts yourself (with different user names, of course). This is a pretty common strategy for forums when they're first starting out, and it's based on a principle of human behavior:

People will be reluctant to participate in ANYTHING until or unless they see others participating. ;)

Yea, or you could just get people you know to head to your site, sign up and make frequent posts. Eventually over time once you get more traffic people should start signing up. Now I gotta do that with my site..

10 cents a post is worth it.
