    The easiest and most effective way is by pay them to join your site and list their item.
    And setup a contest such as who can recruit most member join,then he will win a item.

    Make sure its free and than just start contacting merchants and letting them know about your new marketplace ... Many will sign up if it does not cost them a dime.

    good ideas above - instead of money you can offer them a free report on a hot topic or something your website user's will generally be interested in

    finding member to sign up and list their item is not really hard, the hardest part is promoting your website...

    let said 1000 people listed their item, but without any buyer, those 1000 seller will no longer visit your website too

    it wont help u get sales to get members and force them to signup..if you could advertise using PPC or Participating actively in forums then u can get good results if you product is useful for buyers ..

    Some good ideas above:

    I think the message to echo is that while your initial goal can be met by being free and offering incentives, without useful buyers you will soon have wasted that effort. I would suggest trying to both get sellers and buyers in tandem, perhaps subsidising products with sellers so that buyers are enticed to buy.
