Formal schooling or online self-tutorials

Hello all, I been seriously looking into getting into web development/design and my goal is probably looking at self-employment rather than working for a company. I have no clue where I should begin this adventure.
The local CC has a 2 year IT (web design/development option) degree program that I could finish in 1 year since I have already have a BA degree but have also looked into the traditional CS degree program at the local university, which I could probably finish in 2 years. I'm leaning toward the 2 year IT program since the courses seems specific to web design/development while the 4 year CS program seems to be all general programming and theory.
IT, CS, or self-tutorial? Obviously, taking formal classes would be the most time consuming (least appealing to me) but would one learn just as well or better, with self-tutorial? Which of these is the best path...is there a consensus? Pros - Cons of each?

I think taking formal classes is a better option, but, as you said, it's time consuming.
