force customer to enter their phone number.

    is there a way in paypal to force customer to enter their phone number.
    Also if user is from Canada, I want to add certain surcharge to the order. The surcharge I have set in the admin section of the site.
    In case of paypal, because user is redirected to paypal before entering location, is there a way to recalculate the canadian surcharge.

    If you checkout through a store (ex. some shop script) you can integrate the phone module/plugin so a person can't checkout without entering a valid phone number.
    Not possible if you sell through a button, if you sell digital goods (videos ebooks etc.,) you may use sites like ejunkie

    I am using custom shopping cart and on clicking a button express checkout initiates and the site is redirected to paypal.

    Yes, it is possible. It is in the website payment preferences section of paypal's settings. There is a checkbox to require a phone number for checkout.

    Under profile -> Website Payment Preferences

    There's a checkbox for recommended and require phone number.
