well the strategy is really nice but only for beginners. moreover, it is not known as cross linking. Cross-linking is the linking of the sites owned by the same webmaster in order to increase the link popularity.

yes these keywords are very competitive and attractive to visitors, that's why its a high potential to increase your traffic.
Although this is not cross linking, you do have the right idea on "keyword targeting" and the use of "phrase modifiers".
