If, for example, I have a PR0 website and I'm looking for some link exchanges with other websites. Do you think it's better if I ask those also with PR0 or can I ask some websites with a higher PR? I mean, would they want to exchange links with a PR0 website?

Submit site to some directories to get rank up. Some reciprocal links will not link with a site that have no page rank. So get rank up first.

Not all webmasters put all thier trust in PR. I will trade with PR 0 sites if I can see they are activly promoting and the site is very related to mine.

If it is not related to mine I will not trade even if it is a high PR...... OK, yes I would trade with any PR 7 and above :)

Agree, especially as it seems that Google gives value to links to/from related sites.

So, a PR7 from a car site wouldn't be so hot going to a gardening site, but would be much more valuable going to another car site.
