The price varies on the extent of the program you with to have developed, what features it needs, and the time needed to develop it. I am able to make the program interact with a MySQL database, view web pages and create all the other things that are vital to any program. I've been doing this for years. I'm not stupid, and wont make a good program for a measily 20 bucks. I will not: Develop your MySQL databse and such. If you want the program to interact with the web, you must provide the materials. Create something that takes months to complete. I'm a student and my time isn't unlimited. Spend months making you a Microsoft Word clone.
