Do you actually understand what you are asking for with "no downtime". I mean really really really understand? And for a budget of $35. You gotta get real. I'm sure some hosts "offer" it, some even "guarantee it", but it will all be fudged in the Terms & Conditions with measly credits if they don't acheive it...and if they don't, there's nothing you can do about it. Cloud hosting has made it more possible to provide at an "affordable cost". With SAN's starting to offer asynchronous replication over different data centres it's even more technically feasble without a 7-figure sum to spend. But, for true, 100% uptime, absolutely guaranteed, I'd say you'd need find a host willing to host your site over at least 3 separate dc's for redundancy, preferably in different global locations, each with multiple connections, and with a proper clusters in all locations. You ain't going to get that for $30. 99.999% uptime (true uptime) is the holy grail. What makes you think you'll find a host able to truly deliver 100% guaranteed uptime hosting. If you do find one that promises to deliver it, show me their Terms and I'll show you their get-out - and if they need a get-out then they're obviously not sure they can deliver it.
