There are numerous CPM/CPC/Text/Banner advertising agencies in almost every country. However, from the advertisers' point of view, branding is still one major undertaking for many companies. CPM advertising would appear to be one method of directly controlling the costs of branding if it was paid on purchased x number of impressions. This method may limit branding opportunities as it may not catch the right audience and may not be spread out enough to achieve the objective. ROI is not as big an objective within branding as it is within the CPC advertising method and therefore I feel that flat rate monthly advertising would likely be the best way to achieve brand awareness.
