Flash question

I am building few tourism sites...in php.
Flash in my sites is only presented in menus....

Now I want to make headers in flash...main reason is to have animations like this

Is there a flash software and tutorials for it that can help me?

 

There is no exact software to do this but it is done with Adobe After Effects most of the time, or a simple photoshop piture-by-picture animation. here is a cool resource http://www.flashloaded.com/videopack2.php
