Flash question: How to create a new layer from an image

I'm currently going over the following tutorial.

There are quite a few steps that I don't understand, one of which is the following:

Tutorial doesn't say how I can create a new layer from an image. How can I do this ...???

 

see that little paper icon with the plus (in the toolbar below the "Layer 1" layer?). Click that...it'll give you a new layer. You can then click and drag the layers to any order you want.
