Flash: Layer -> Properties -> Guided ... is grayed out

I'm going over a certain tutorial and it instructs to go to ...

Flash: Layer -> Properties -> Guided

But 'Guided' is grayed out. Why ...? The tutorial just says ...

Why is 'Guided' grayed out? How can I solve this ... problem(?)?

 

If you want to make a layer Guided, the layer above it must be "Guide"
example:

|Layer2| - Properties - Guide
|Layer1| - Properties - Guided

Can you possibly make two Guided layers?

This sounds like I'm supposed to make two Guided layers ...???

heh, it's kinda funny, almost everyone uses this same tutorial and asks for help here

but, i don't see the problem..
Layer : Guide is the "GUIDE"
Layers D, P and Pen are "GUIDED"


1.Right click Layer P (not the GUIDE one) , click properties and then click guided
2.Right click Layer D , click properties and then click guided
3.Right click Layer Pen , click properties and then click guided
