Flaky Programmers!

I have paid money on sitepoint scriptlance and multiple other places trying to find someone that actually knows how to take a document (functionality list) and an already designed PSD file and turning it into a final product. I have been scammed by about 4 programmers. None of the coders work as promised or they don't speak English or have a hard time understanding anything and don't do quality work. Does anyone know where i can find people that are quick and dependable that don't charge out the arse and that can take an idea and actually turn it into a functioning website?

Digital Point is good, or so I heard, be sure to have a look at a user's iTrader rating/comments, those usually tell you how reliable and how well known the user is on digital point.

I'm professional, but the business I run (http://codepress.co.uk) is by no means cheap (£199 for a page/£99 for subsequent - negotiable on larger sites). HTML/CSS development is a hard skill to get good at and most people would rather not bother with excellent browser support, good quality code and have a strong passion for the web!

I've had excellent clients from here and my work covers sites on international fashion brands, magazines, government websites and the forward thinking business people.

We're looking to take on another coder at the moment, check my sig out if you think you're the person for the job.
