Fix My Script - $$$???

I had my site coded a little while ago. It looked great until I noticed that the border on the bottom of the site "moves" with the scrolling feature which hides text and looks bad. How much will someone charge me to fix it. I have attached 2 pictures. 1 shows what the page should normally look like and 2 shows what it is doing.

Please PM me or respond what it would cost to fix the site coding. I think this should be something pretty easy to fix.

It is IE 6.0 that has the problems. The signup form is not up yet because I am trying to get the script error fixed.
