    "Hello,
According to point 13.3 terms of use,
Gmail.Com reserves the right to itself temporarily to suspend or stop granting
of services Gmail.Com, in due time having notified
    on it the user.

To refute the statement it is possible, log in to server:"

It is not from Google. The English is bad ("on it the user" +" To refute the statement it is possible").

If you want to check your account, just log into gmail - don't follow the link.

Have you checked the headers of the E-mail? It is really easy to rewrite the FROM: atribute

It seems kind of fake email from Google. If it is real, you really can be out of luck that day!
