Bookmark to social bookmarking sites, write quality content every day, use PPC advertising (if you have money), exchange links with more popular blogs in your niche, pay for paid review (again if you have money). The way are too much but if you wan't fast and good results, you have to pay. Otherwise you have to be patient.
First fill your blog with some, well many interesting content (= Blogposts) before you start going about marketing.. You don't want people to visit and leave in a hurry without thinking of returning back.. The first step in marketing is to have the product ready... since you not an established blogger already.. I guess...
mrgee is right about what he is saying, it will cost you money to get promoted fast, but I think a paid blog review is too expensive. You mean blog review by a site like reviewme.com, right? That's too expensive, or what do you mean exactly?
There are a lot of deals here at DP, that offer a review of 200 words in PR4/5 blog for as low as $5 (I can't get you a direct link now, but there are similar offers).
A blog is a conversation. Comment on other blogs, respond to their blog posts, link to other blogs. You should also follow up on all comments and posts about your site. SEO is also very important. Try paying to get some reviews. But really the best marketing is building relationships with other bloggers.
Before I launced my blog I wrote some provocative articles then when I launched it with those articles published, I linked to it in a lot of forums (and got banned in a lot of forums) and got 300 hits the first few days. That's the cheapest way to get first day hits. From there you should identity what the top blogs in your niche are that publish daily links then keep trying to get linked there. Comments are not a very good way to market your blog. The links aren't clicked. It helps establishing a relationship with another blogger but no driving traffic.
