Clickthrough rate isn't very good. You probably want in the region of 3% - 4% in that position, more if possible (obviously). 1% CTR for position 4 is good enough. You should try to increase it always, but there is no real way to determine if it should be 1% or 10%. Look at the quality score. If QS is great then you are above average, if you are good or OK there is room for improvement.
Your potential audience will tell you how the ad is via CTR. You should ALWAYS be testing multiple ads. Always.
when you say multiple ads, do you mean i can create more than one add for the same campaign, for instance my MAX per day is currently 4usd (to start me off with) can i have say 3-4 different ads for the same site?
You create ads at the ad group level. Go read this - can i create multiple ads for one set of keywords.
you can have more ads but that is not going to give you more search volume. What it does is A/B test ads so you can find ads that perform better. If you run 2 ads at the same time the ad 1 might have a CTR of 1% and ad 2 might have a CTR of 1.5%. Then you delete ad 1 and try to beat ad 2. Keep doing this for the life of your account and eventually you will have more traffic for less costs.
