I always hear a lot of people say you have to link exchange. Thats a good idea, but since I am the webmaster a of a fairly new site, it is difficult to find quality link exchange partners. Does anyone have any strategies to go about finding good link exchange partners that would be willing to excahnge with a new site? Because googliing hasn't been working for me.

The page rank phobea makes this task even harder. Once your pages gain page rank, things will get easier. About all you can do now is optimize your pages as best you can in order to make your link pages more likely to gain PR. Helpful tips might include making sure your links pages are linked to the home page and sitemap, and dont contain more than about 30 links per page.

It's a good idea to re-check this and other forums for link partners in your category. You can also find some automated pages that will post your link if you have a reciprocal link. Those links are sometimes not so helpful but every link is progress at least.

As for PR, I look for situations like yours, where a real person is hand coding a page and is likely to keep my link up and maintain the page. Those pages might be PR 0 for now, but can grow and become a nice asset later on. Also a trusted link partner will contact you with other good links later on. Bottom line is it's a matter of perserverance....

You need to get a wide based coverage of links on directories, blogs, forums as well as getting listed on all the search engines .................. work hard and maintain continuity in your postings and submissions

Well just googling isn't going to help at all,as you've stated, but maybe you should make a list of potential high ranking diorectories and blogs and then start submitting and take part in those blogs one by one,and see how your work bear fruit over time.

You should start with directory submissions etc and get a PR by the next update. Once you have PR, it will be much easier. Also, try to add as many pages to your site so they start getting PR also, especially your link pages.

With more link pages getting PR, you'll be better able to get links for your site in the future.

If you have a little extra cash, buying some links is not a bad idea either..You can usually get pr2-pr3 links pretty affordably. You may notice some traffic from them as well as help you get your first PR..
