I'm new to SEO- are there any quality directories for building backlinks that don't require a fee or other tedious stipulations?

It's hard to find something good without paying.
If you can wait months for approvals, you could start with dmoz.

Look for directories in your niche to start with. You can often find a lot of quality niche directories.

Go to Google and type in search box.......free directories + Fishing(here you put your niche, not fishing). This will bring up directories you can submit to. Some will be worthwhile, some will not, but it's a free place to start.

Thanks everybody for your tips thus far; it sounds like directories have gradually decreased in importance for SEO but there are still some decent directories out there that don't require too many stipulations/fees. Any more suggestions?
    Thanks again.

For example: my directory allows only original description and that makes it good. I don't accept copy and paste. And my directory is FREE!

Besides DMOZ, Free and Quality not goes side by side. Either it will costs money or time or effort. Choose any two.

A directory's payment structure is not, nor will ever be a sole criteria to indicate quality. While the majority of the newer free directories are a waste of time, there's many older free directories that offer submitters as much or more value as many of the paid directories.
