If you are going to go down the email route then I would first look at one of the many email requests you recieve a day and figure out what NOT to do. Don't make it really vague or go on and on about PR or other "SEO" topics.

Instead be fairly brief but explain the benefits. I would definately put a small blurb about who you are and then sell the other webmaster on the idea of linking to you.

You should also have an impressive partners page to have them look at. It should have content and seem like it is a valuable part of your site. You can write the best letter in the world but if they think their link is going to be crammed onto a page with a hundred other and no content, you won't be too successful.

No matter how good your email and partners page is, still the majority will bin the request so keep that in mind.

No matter what you do most of the recipients will consider it SPAM.

    Try forums :)

    1. It is probably recommended that the site has links or resources page AND suggests to contact them via email if you want to exchange links with.

    2. Some common sense, IMO. Be polite, have some courtesy, try to not be so forceful; your potential link exchange partner has no reason to link back to you if he/she decides to do so. Something like that ...

Pretend to be enquiring about a product they offer, and have the link request in your email's sig.

They will more likely read the email (potential sale), and not consider it spam. And, if they're interested in link exchanges they will probably notice your sig.

Just an idea, don't flame me!
