I read that you can increase link popularity finding websites that use the same keywords as mine.
When doing that do I ask them to link to my site or ask for a link exchange or what?

What is the benefit to finding websites that use my keywords.

Google likes to see relevant content. A Viagra page link on a hockey blog wouldn't be relevant, and so Google wouldn't link it too well.

But, a rachel ray fan site link on a cooking blog would do well, because it is related.

The non-relevant links won't hurt you, but they won't be as effective either.

For seo purposes it's better to get relevant web sites to link to you but sometimes they may not be interested in doing this because you are competing against each other.

Correct, back link that is relevant to your website having pr 0 is more better than non relevant 2 pr back link.
