It's not necessarily the pagerank of the blog that counts, considering that your link will not be on their homepage (unless they have Top Commentator lists). Definitely don't go around spamming blogs with bad comments - the comments need to be valuable to the post, otherwise they either won't be approved. Plus, you will want to vary your anchor text so it is not always the exact same. Check out this dofollow blog directory to find blogs in particular topics, and whether they allow keyword commenting.

Best way to find blogs related to your niche is by going to Google; Type "Your Niche Keyword" + "Blog". It will return up with a very good list of Blogs where you can comment. As said above, never spam blogs but write quality comments which attracts clicks from the blog traffic too. You will see good return in future as far as serps are considered.
