You can do a BIN lookup based on the first 6 digits. You do have to have at least the first 6 to match to any bank as far as I know. as i know its not very legal to find BIN if u dont have merchant account in sites...but u need first 6...

There was bindatabase.com which is free to look up bin, they give complete information such as card type, bank name, bank phone, country. Unfortunately, the site is now no longer available. They said it was because a lot of fraud (searching bin for illegal purpose)
