It depends on what are you trying to do with these blogs? Are you looking for Guest Posting or Blogs to leave a comment on, or both? .. Anyways... I know a couple of sites that can help you find blogs online... http://dropmylink.com/ http://commenthunt.com/ http://www.bizsugar.com/ http://kingged.com/ You can find many blogs on blogging community sites. The way you approach the blog owner will depend on what are you looking for? For a guest post, you should just be straight forward and ask for it. I hope this information is helpful to you! If you want to find Comment Luv enabled blogs for commenting here is my tip for you Write your KEYWORD followed by this line in google "This blog uses premium Commentluv" example: Keyword is SEO so it will be SEO "This blog uses premium Commentluv" (use "") you will find all Premium commentluv enabled blogs for commenting
I usually look for some blogs to leave some comments (great for backlinks, especially traffics) so I always use Stumbleupon. Ever since they recently renovated (new designs etc etc) it becomes a lot useful and easier to use along with finding bloggers (using blogs category to find blogs). Tumblr is a good way to find some blogs as well, and Reddit is alright but kind of difficult trying to find some but they are there somewhere.
I was recently given the task to find relevant blogs in a certain niche. I would usually find the most popular ones in the niche (let's pretend it's fashion) and then go on websites that are linked from there. Also, if you want to look for "smaller" blogs, try something like moonsearch.com I would search for some big blogs, sartorialist.com, for example, and then see which websites link to that. That helped me quickly find a lot of blogs in the niche I needed.
I would suggest using Link Prospector. You do have to pay to use it but it brings up 1000s of targeted blogs based on the search terms that you put in. It also shows the PR and DA too.
