You got me with 2 questions that I can't really answer because if I find a good writer I hire them and I don't discuss pay rates publicly as I do pay different writers on different sites different amounts. But as a guideline I've seen writers get paid anything from $4 to $15 per post.
Finding good content providers for your website can be trial/error & skill. What you may want to do is think of who you really want.. Think of where you may find these people (ie. in non webmaster forums) Then approach them and often they would be very happy to be paid for something they love. Not everyone in the world visits DP, personally when I needed artists for an image site I went out and joined other forums/sites and sourced people who love what they do, often that way you get them cheap
dct, For some of your sites you use free templates at OSWD. Do these work with a CMS? If so, which one?
