Despite from what we are told, Google DOESN'T put high paying ads first. I had .03 cents clicks and then i decided to check each and every ad that displayed on my websites. I filtered ALL the websites that carried adsense, because they probably bought cheap traffic, i filtered all the websites "work from home" type. You get the idea. Around 60 websites. The last 2 says i get 0.10, 0.16, 0,08 cent clicks and i THINK is is much better now. just my 2c
You might want to take note, sometimes those clicks could come from countries whereby advertiser are paying low amount for each click. Most of the time, it's related to niche. So practically these are all beyond our control.

Nop. My websites with the related problem are "local" in my country and in my language. The visitors are 90% from my country, so what you say is not the case.
When there are several ad units on a page this does not always hold water. What country are you talking about? Is it an English speaking country?
I only have one block in my pages. And it was always populated with "work from home" and other junk. Now i'm good. I'm talking about Greece. Not english speaking.
