Filing a PayPal Claim?

I have my set of professional designers, correct. Well, this time I was trying to go with someone a little cheaper and pretty unknown for a lower price. He specifically stated in one of his e-mails if I wasn't pleased with the outcome, I would receive a refund. Given the situation, I was not. I asked kindly for a refund several times, he tried sending an eCheck instead of Issuing a Refund through the system. I told him to use the system to do so, he supposedly did not know how. I explained him. He went away for several minutes and when I saw him come back on MSN, he logged off. He has not blocked me, but logged off. I would like to either File a Clam or just simply report it as an unauthorized payment.

What are your suggestions? I really need this money back. If I can trust paypal to side on the buyers' side, I will file a claim, if not I'll simply do an unauthorized access report. (Which I really wouldn't like to do)

    Help is appreciated.

Filing it as "Unauthorized Acces" might sound good to you, but was that the situation? No. Try talking to him, but of course not if it becomes a long wait or accept the payment that he has sent you, assuming that the total amount is the same if it includes fees.

It does not sound good to me. I tried talking he seemed to act like he was trying to do it, but he certainly didn't and simply logged off after several minutes of being idle. It seems pretty clear to me. I've heard paypal sides on the buyers' side, he agreed on refunding the money if I wasn't pleased on the work, which I wasn't. So if he is going to do something like that, then why wouldn't I try on my side to protect myself by doing something that's significantly not good either.

I'm not sure if I get my point across.

just setup a dispute and since he cannot provide any documents or proof so you will get your money back after 15 to 20 days.... oh yes i forgot.... refunding a payment is very easy and even a dumb person can know how to refund a paypal payment... so i think he is trying to avoide refund.... but remember dont accept Echecks because most of the time echecks dont clear.... so stay away from echecks.... they are dirty and used by scammers...

Sorry P4L, but that's not true. Echecks are simply funded with a bank account and usually take an average of 5-7 days to clear. There is nothing dirty about them. I've been paid with them numerous times when selling on eBay and never have had a problem.

It doesn't matter, Paypal will refund you no matter what. they are horrible IMO. As a site owner, I need them because that's the means the consumer uses to pay for stuff. However if you sell e-products and can not provide a "shipping" number, they are the worst possible payment method you could use.

I've had probably 30 disputes for all sorts of reasons in the last few years, never once did PayFraud side with me. They care only about the consumer because thye have the merhcant by the "you know whats".

I'm going to become my own merchant soon, and actually penalize people (pay more, not as quick, etc.) if they choose to use PayFraud.

Everything you said is very very on point, except the part about echecks, I rarely, if ever, have had a problem with them and I'm talking about hundreds of transactions.
