Do you actually need that much bandwidth?

If you were on low quality bandwidth such as Cogent, it costs the lowest around $5/Mbit which translates to aroubd 330GB transfer. So if you were for bandwidth alone, for $15 you could get 990GB of transfer.

You should rethink your budget or requirements if you are wanting stable hosting, as you are currently saying the speed is very slow! Also think of converting your files into smaller types of formats, such as .mkv files.

I doubt that you'll find solid services for your price range. If you up'ed your price range, I'm sure you wouldn't have any issues finding a good file host provider.
